Please, I am not interested in your judgements on adoption being good or bad or "double dipping"…we adopted for our kids, and this credit carry forward will go almost exclusively toward our kids in several ways, so…I only want any prudent information to help us get the paper work we need to process our tax return.

The adoption tax credit now requires all filers to file a paper return this year (2010).

We qualify to receive our credit carryforward back as a refundable credit because our children are special needs.

We need to send 2 items in addition with our completed paper return and the appropriate tax forms.

1. Adoption decree (we have in hand)
2. State determination of special needs.

It doesn’t say WHAT you are supposed to have, though, in regards to item #2.

Do I send the state determination of special needs criteria off of our state human services website?

ALL we have is the adoption decree, modified birth certificates, and their full disclosures we received when we decided we wanted to move forward with our match and meet our children.

Our children meet the special needs qualification due to the fact they were over 8 years old and a sibling group, not able to return home, and all other avenues of placement were exhausted before finally moving to an adoption decision.

So, that being said…again, what do I send? What is on the state website, or do I need to contact our former social worker who may have something in our file that we don’t have?
