If you have a business and are willing to pay for placement, you can apply to their directory service which you can find under Yahoo! Small Business.
If you have a personal website and do not want to spend money, your best option is to write a lot of content on your favorite subject. For most people, this means writing a blog.
Let’s say that you are an expert about "shopping in Paris". Then you should create a blog about "Shopping in Paris", and post new content on a regular basis to it. Naturally as you write, you will create content with these words in it.
When Yahoo! spiders (these are software programs which search for new content to feed into Yahoo!’s database) notice that you are offering new content, they will come into website more frequently and tell Yahoo! that you have a lot of new content, as you keep on adding, it will force you higher and higher in position in Yahoo!’s search index.
Your website will then show up in a higher position on your website, as long as you keep on adding content.
To make a long story short, you need to choose your keywords carefully, then keep adding content.
Your picture is not clear. It looks like that of Paula Abdul.
