because Webelos are in the ”in-between stage” between Cub Scouts and Boy Scouts (though officially they are in the Cub Scout program), they have two uniform options, the blue (Cub-Scout style) and the tan (Boy Scout Style). And, oddly enough, the rules are slightly different between the two styles of uniform!!
(well, the main difference is placement of certain insignia if the uniform is the ‘tan’ uniform – only if the boy wears the tan uniform is he allowed to wear the -oval- form of the Webelos embem (the ”ear of corn” insignia) – he can wear the diamond-shaped version with either the tan or the blue uniform.
(The oval shape is the shape of insignia used by the Boy Scouts, the diamond shapes are the shapes used in Cub Scouts – - wearing the oval-shaped insignia is an indication that the Boy is looking to moving ‘up’ into Scouts)
Also, the Arrow of Light patch is only worn *under* the left pocket on the tan shirt, or on the top of the pocket flap if on the blue uniform.
