Personally i would not prefer publisher for makign webpages. This is how I do it.
1. make the page in photoshop, make it just like i want it to look.
2. then i use the slice tool to slice up the buttons and content areas ( be verry simple with this simple rows and collums or the page can look quite weird)
3. export to image ready and with image ready "save for web"
this generates the images and the html. then just remove the image for your content area.
from there I make a master page in visual studio and build the rest of the page in visual studio.
