asp.net is a little easier to use especially with the new gui editor (if your more comfortable). Visual express Web Developer. If you want to quickly chnage environments, you specify db connection and it will do all the backend work. Many tasks with visual web developer can be done without code (or have minimal code) and its not that hard to use.
Windows servers can run php, asp, and asp.net and can have all enabled at the same time, so many options are available.

ASP is a good choice. What it sounds like you need is a an easily managable enviroment. This will depend on how big of a service you are running, how big of a database you will need. You can create all of the basic elements you need with Access, which is an easy DBMS to learn. Another option would be PhP/MySql.
