Why can't I create an icon on my desktop to website links in Win7?
Win7 seems not to allow the placement of icon links to websites on one’s desktop.

You should be able to.
Open your browser so that it is covering one half of your screen. Then in your browser locate the favicon (the icon displayed alongside the address bar) and drag it to your desktop. Hopefully it will be the icon displayed on the website (with a tiny shortdcut arrow) rather than looking like a typical file icon.
Also, the level of detail of the shortcut icon depends on how the website has created the Favicon.
However, if you have no icons on your desktop at all then they may have been set to hidden. If that is the case: right click on your Desktop > View > Show Desktop Icons.
